A Homeowner must have counseling by an approved HUD Counselor BEFORE any charges can be required of the homeowner.
A Homeowner should: never pay any fees up front until they have been counseled by an approved HUD Counselor.
The only fee that should ever be charged up front after counseling is the Property Appraisal Fee. This fee is regulated by HUD and the lender is not allowed a profit for ordering or obtaining the appraisal for the homeowner. The appraisal must be order by the Lender.
